Cloudflare Launches Monetization Gateway With Stablecoin Payments Over x402

Cloudflare has announced Monetization Gateway, a new engine that will let customers charge for any asset protected by Cloudflare, including web pages, datasets, APIs and MCP tools.

The product gives site owners and developers a payment layer at the edge. Instead of building separate billing systems, account flows or API-key infrastructure, Cloudflare customers will be able to set access rules and require payment before a protected resource reaches the requester.

At launch, payments will settle in stablecoins over x402. The protocol revives HTTP 402 Payment Required by letting a server respond to a request with a price, accepted asset and payment destination. The buyer pays, attaches proof of payment to the follow-up request and receives the resource after verification.

Cloudflare is positioning the gateway for a web where AI agents request content, data and software tools directly. Agents do not behave like human subscribers or ad viewers. They may request one dataset, one API call, one model context, one search result or one MCP tool action, creating a need for small usage-based payments rather than subscriptions.

Stablecoins Become The Payment Rail For Agents

The gateway will initially allow customers to require stablecoin payments for services and resources. Sellers will be able to keep the stablecoins they receive or redeem them for fiat currency in a bank account.

Stablecoins fit the model because agent payments can be small, frequent and automated. Cloudflare’s post points to examples such as cents-per-search, per-megabyte upload charges and outcome-based support payments. Those payment sizes are difficult to handle through traditional card or bank rails because the fees, latency and account setup can cost more than the transaction itself.

x402 removes the need for a separate checkout page. Payment evidence travels with the HTTP request, while Cloudflare handles verification and enforcement near the buyer through its global edge network. The company says its network spans more than 330 cities, giving the gateway a way to reduce latency while protecting customer origins from high payment volumes.

The launch extends a fast-growing agentic-payment market. Coinbase recently said x402 processed 160 million agentic payments over the past year, putting stablecoins deeper into AI-driven software payments. OKX also launched an AI agent marketplace where agents can find work, hire each other and settle payments onchain.

Cloudflare Adds Revenue Layer To AI Traffic

Cloudflare’s broader AI traffic strategy has moved from blocking bots to pricing access. The company previously launched controls for AI crawlers and Pay Per Crawl, giving publishers and site owners more control over automated traffic. Monetization Gateway expands that idea beyond crawlers to any protected web resource.

The planned rule system will let customers charge for specific routes, REST verbs, unauthenticated callers or variable tasks. A customer could charge for access to a premium API endpoint, an image-generation route, a proprietary dataset or a tool call inside an agent workflow. Rules will be managed through the Cloudflare dashboard, API or Terraform.

Stablecoin choice may also become part of the competitive layer. Cloudflare’s post names Open USD and USDC as examples of stablecoins suitable for small online payments. Open USD recently launched as a partner-backed network with Visa, Stripe and Coinbase among more than 140 participating businesses, while USDC remains one of the most liquid digital dollars in crypto markets.

The Monetization Gateway waitlist is now open for Cloudflare customers. Early access is focused on web pages, datasets, APIs and MCP tools, with stablecoin settlement over x402 listed as the launch payment path.
