Coinbase has officially established Luxembourg as its European headquarters under the European Union's Markets in Crypto-Assets framework. The move follows the company's MiCA authorization from Luxembourg's Commission de Surveillance du Secteur Financier and enables Coinbase to offer crypto services across all 27 EU member states. According to the company, the setup provides access to more than 450 million people through a single regulatory base.

Luxembourg Becomes Coinbase's European Base

Coinbase confirmed that its Luxembourg entity will serve as its MiCA home across the European Union. The company said it selected Luxembourg because of its role in European finance and its approach to digital asset regulation.

According to Coinbase, Luxembourg has adopted four blockchain-related laws and supports distributed ledger technology through government policy. The company also cited regulatory clarity as a factor behind the decision.

Before securing MiCA authorization, Coinbase operated through several national registrations. Those approvals covered markets including Germany, France, Ireland, Italy, the Netherlands, and Spain.

MiCA License Unlocks EU Passporting

The authorization allows Coinbase Luxembourg S.A. to use passporting rights across the European Economic Area. As a result, the exchange can provide services throughout the bloc under one license.

Coinbase received its MiCA authorization from the CSSF in June 2025. According to the company, existing European users will transition to the Luxembourg entity during an extended migration process.

The company also plans to expand its local presence. Reports indicate Coinbase intends to add 22 employees in Luxembourg by the end of 2025.

Faryar Shirzad, Coinbase's Chief Policy Officer, said Luxembourg has developed into a major center for institutional crypto and tokenization activities.

Ripple Approval Adds To Luxembourg's Momentum

Coinbase's announcement follows a similar regulatory development involving Ripple. Recently, Ripple received preliminary approval for a Crypto Asset Service Provider license from Luxembourg's CSSF.

According to Ripple, the authorization supports plans to expand cryptoasset and stablecoin services across the European Economic Area. The company also holds an Electronic Money Institution license in Europe.

Meanwhile, the broader MiCA transition continues across the region. Several firms, including Bybit, OKX, BitGo, eToro, and OpenPayd, have secured approvals, while other companies continue pursuing authorization before regulatory deadlines take effect.

The developments place Luxembourg at the center of several major crypto licensing efforts as firms seek regulated access to European markets under MiCA.
