Senate Majority Leader John Thune has filed cloture on the motion to proceed to the Clarity Act, setting up a September vote. Journalist Eleanor Terrett reported that senators will vote at 2:15 p.m. Tuesday, Sept. 15, after returning from recess. The Senate Cloakroom separately confirmed Thune’s filing for H.R. 3633.
Thune filed cloture on the motion to proceed, rather than scheduling a final passage vote. Senator Bernie Moreno said negotiations between Senate Republicans and Democrats had ended.
He said an agreement reached weeks earlier remains binding for the parties involved. Moreno also said he expects all 53 Senate Republicans to support ending debate. He placed that vote at 2:15 p.m. on Sept. 15.
However, White House crypto advisor Patrick Witt described the process differently. Witt said Senate negotiations over the Clarity Act have continued since last summer.
Witt said Chuck Schumer and pro-crypto Democrats opposed holding the procedural vote before the August recess. He said they requested another extension before lawmakers left Washington. An ethics provision remains a major issue in negotiations, according to the supplied report.
Republican Senator Thom Tillis and Democratic Senator Ruben Gallego proposed a bipartisan ethics measure. The White House has not yet approved that proposal, according to the report.

Terrett reported the scheduled vote after Thune filed cloture. The Senate Cloakroom confirmed the filing for Calendar No. 423, H.R. 3633. Moreno said every senator will have an opportunity to vote. Witt said Sept. 15 could determine whether lawmakers can complete the legislation process.
