Ripple has provided a detailed explanation of what it means for RLUSD to be regulated, highlighting its legal structure, reserve arrangements, and oversight supporting the stablecoin.

Crypto analyst Xaif Crypto responded by focusing on the specific institutions and assets involved, including the New York Department of Financial Services (NYDFS) charter, reserve holdings, and Bank of New York Mellon’s role as custodian.

Ripple Explains What “Regulated” Means for RLUSD

Ripple’s X post began by distinguishing between different forms of regulatory oversight available to stablecoin issuers. The company noted that a money transmitter license, a state trust charter, and federal prudential supervision can all qualify as forms of regulation. But they come with different reserve requirements, verification standards, and consequences if an issuer fails.

Ripple then said RLUSD was built around what it described as a stricter interpretation of the term “regulated.” The company specifically cited a limited-purpose trust charter, segregated reserves, and monthly independent CPA attestations.

Ripple also referred to a federal supervisory layer that has received conditional approval, adding another element to the regulatory structure surrounding RLUSD.

The explanation emphasizes the distinction between simply describing a stablecoin as regulated and examining the specific legal and supervisory arrangements behind that claim.

Xaif Crypto Focuses on RLUSD’s Reserves and Custody

Responding to Ripple’s post, Xaif Crypto summarized the information by writing that Ripple had “laid out exactly what backs RLUSD.”

The analyst specifically mentioned the NYDFS charter and said RLUSD’s reserves consist of cash and U.S. Treasury bills. Xaif Crypto also identified BNY Mellon as the custodian responsible for holding the reserves.

This custody arrangement is an important part of the structure the analyst described because it separates the assets backing the stablecoin from the issuer’s general operations.

Xaif Crypto also referred to Ripple’s conditional approval from the Office of the Comptroller of the Currency (OCC) for a national trust bank. The analyst connected this development to Ripple’s broader regulatory position, describing it as a major compliance achievement.

RLUSD’s Regulatory Position Remains a Key Focus

Ripple’s original explanation focused on regulation and the differences between various licensing and supervisory structures. Its description of RLUSD points to segregated reserves, independent monthly attestations, and trust-based oversight as central components of the stablecoin’s setup.
