The XRP Ledger (XRPL) is currently considering ten amendments for mainnet activation. However, the proposal to introduce native lending functionality has not reached the validator support needed to proceed, indicating a significant gap between ongoing development and available features on the network.
Lending Protocol Lags in Validator Support
A snapshot from the XRPL amendment dashboard on October 29 revealed that only 18 out of 34 validators backed the LendingProtocol amendment, far short of the 28 votes required. A separate network snapshot also showed similar results: just 19 out of 35 validators supported the proposal, with 29 required for a supermajority. Both tallies confirm that the native lending amendment remains well below the threshold for network activation.
Of the ten amendments in progress, only fixCleanup3_4_0—focused on technical improvements—had progressed to a two-week activation countdown. The other amendments, including those involving lending, continue to lack adequate consensus.
The XRPL’s lending proposal aims to enable institutions to issue fixed-term loans directly on the ledger by pooling XRP and eligible issued tokens. This system centers on two main components: SingleAssetVault, which pools assets and tokens, and LendingProtocol, which manages loan origination and repayment. An additional amendment, LendingProtocolV1_1, would add closed-ended vaults and modify interest calculations.
October 29 vote records indicated SingleAssetVault received 20 votes, while LendingProtocol and LendingProtocolV1_1 each had 18 supporters. These figures mirror a previous shortfall reported on October 20, with all three proposals ten votes short of the supermajority requirement.
If adopted, the lending system could provide new financial strategies based on pooled XRP and tokenized assets, potentially increasing on-ledger activity and utility for institutional users.
Mini dictionary: XRPL (XRP Ledger) is a decentralized, open-source blockchain designed primarily for fast and efficient value transfer. Changes to XRPL are governed by an amendment system in which validators vote to approve or reject network upgrades before they go live.
Network data showed 18 to 19 out of the needed 28 to 29 validator votes for LendingProtocol, leaving the proposed amendment ten votes short of the requirement for activation.
Institutional Applications and Protocol Limitations
Potential industry uses for native lending are already emerging. Ripple, a US-based enterprise blockchain company, has formed a partnership with Arf to facilitate RLUSD settlement financing. If lending features were approved in the future, this infrastructure could extend to native XRPL-based lending products.
However, the proposed lending model on XRPL relies on off-chain credit underwriting, meaning that settlement via blockchain does not fully eliminate borrower default risk. Other planned institutional features are encountering similar hurdles in gaining validator approval.
The planned lending amendment would not provide transaction privacy for standard XRP transfers. This distinction is especially relevant for regulatory compliance and transparency requirements.
Other Amendments and Feature Proposals
Beyond lending, additional features are also under review. The Sponsor amendment, which would allow third parties to cover transaction fees and account reserves for end-users, drew only nine validator votes, falling 19 short of the supermajority needed.
This Sponsorship feature could underpin a developing zero-XRP wallet function, which aims to let users receive stablecoins like RLUSD without having to fund the minimum XRP reserve to activate an account personally.
The Sponsor amendment seeks to enable businesses to pay transaction costs and account reserves on behalf of users but lacks the validator support for activation.

Technical Upgrade Proceeds as Financial Features Stall
While native lending and other institutional features have stalled, the technical fixCleanup3_4_0 amendment remains on track. This update addresses network matters, including vault management, token handling, and escrow processing.
Previously, activation of this upgrade was delayed when validator support fell below the minimum threshold, which triggered a reset of the two-week supermajority countdown. The fixCleanup3_4_0 amendment is now on course for activation on November 4, provided the supermajority is maintained through that date.
Under XRPL amendment guidelines, changes must receive more than 80% validator support for two consecutive weeks before going live. This process underlines that including code in a release does not ensure it will be available on the mainnet without sufficient validator approval.
