  • Binance’s phased reopening will test whether customers retain confidence in the exchange after the breach.
  • Trump has questioned North Korea’s suspected involvement, despite attribution by blockchain investigators.
  • The company’s compensation pledge does not independently establish its remaining liquidity.

Binance is approaching a critical test of customer confidence following a reported $6.3 billion cryptocurrency theft, with the exchange preparing to restore withdrawals as questions persist over the attack’s origins and the financial resources available to absorb its impact.

In an October 30 statement, co-CEOs Yi and Richard Teng pledged that customers would not bear the losses. Yet the effectiveness of that commitment will become clearer only when users can move their assets freely and updated reserve information becomes available.

Withdrawal Reopening Could Trigger a Wave of Outflows

Binance’s technical team targeted the resumption of withdrawals approximately 34 hours after its October 30 announcement, subject to security checks. That places the initial reopening around November 1, although the company has not guaranteed an exact time.

The process will be phased, potentially allowing withdrawals of some assets before others.

This distinction matters when assessing the initial flow of funds. Transfers accumulated during the suspension could produce a sharp increase in withdrawals without necessarily indicating a lasting deterioration in confidence.

Three indicators will be particularly important:

  • Net exchange flows: Persistent outflows after delayed transactions clear would provide stronger evidence of customers reducing exposure.
  • Withdrawal execution: Processing delays, renewed restrictions or failures affecting specific networks would indicate operational pressure.
  • Market liquidity: Widening spreads and declining order-book depth could suggest market makers are reducing balances on the platform.

Binance experienced significant withdrawals during its December 2022 confidence crisis. Unlike that episode, the current disruption follows an actual security breach, raising additional questions about operational controls.

Customers should verify withdrawal availability through official Binance channels and confirm the correct network before transferring funds. Converting assets during periods of thin liquidity could also expose traders to additional slippage.

Forensic Findings Point to a Sophisticated Attack

Binance initially investigated a potentially compromised employee laptop before identifying additional points of intrusion. The company says it has found no evidence that wallet private keys were leaked.

Independent blockchain investigators have provided a more detailed assessment.

TRM Labs attributed the operation with high confidence to TraderTraitor, a North Korean state-sponsored hacking group. Its findings describe coordinated transfers across multiple blockchains and the exploitation of Ethereum’s EIP-7702 delegation mechanism.

EIP-7702 allows an ETH account to delegate execution capabilities to smart-contract code. Its involvement does not establish a vulnerability in Ethereum itself. The central security question is how attackers obtained the authority necessary to execute unauthorized transactions.

Trump Questions North Korea’s Suspected Involvement

The attribution has also attracted attention in Washington.

According to CBS News President Donald Trump reportedly said “We don’t know” when asked whether North Korea was responsible for the Binance attack, adding, “We’re looking at that.”

His remarks contrast with assessments from TRM Labs and Chainalysis linking the breach to North Korean actors. However, private forensic attribution and an official U.S. government determination are different evidentiary standards.

The reported comments have not been independently verified against an original White House recording or transcript, and should not be treated as a formal rejection of the investigators’ findings.

The Financial Exposure Behind Binance’s Recovery Plan

Binance’s financial response combines corporate funding, replacement purchases and efforts to immobilize stolen assets. These measures address different problems and should not be treated as interchangeable sources of liquidity.

SECURITY INCIDENT / FINANCIAL EXPOSURE Inside Binance’s Recovery Commitment Reported losses, asset replacement and recovery status 01 / Incident exposure Estimated stolen token assets $6.3B 02 / Funding allocation Company funds earmarked to cover losses $6.34B+ 03 / Matching assets Affected token assets already held $5B 04 / Replacement gap Affected token holdings still being replenished ~20% 05 / Asset recovery Stolen funds frozen on-chain, not yet recovered ~$3B Operational Milestones NOV 1 Targeted phased withdrawal reopening NOV 2 Expected Proof of Reserves publication Source: Binance, October 30, 2026. Company-reported figures. Frozen assets are not equivalent to recovered funds. Timelines remain subject to security checks.

The distinction between frozen and recovered assets is particularly important. Stablecoin issuers can block transfers involving designated addresses, but that does not automatically return the tokens to their rightful owner.

TRM Labs’ on-chain investigation also identified assets that attackers converted into cryptocurrencies without centralized issuers capable of freezing them. This limits the effectiveness of recovery efforts and creates additional tracing challenges.

Binance has not disclosed enough comparable information to calculate the incident’s share of unrestricted corporate liquidity. Its compensation commitment therefore cannot independently establish the exchange’s remaining financial capacity.

Proof of Reserves Will Provide the Next Evidence

The forthcoming reserve report should allow customers to assess reported asset backing, but a snapshot is not equivalent to a comprehensive audit of liabilities, corporate liquidity or solvency.

The more revealing evidence will be whether reported reserves remain consistent with customer obligations after withdrawals resume.

The exchange’s response has so far centered on rapid compensation, asset freezes and security remediation. Those measures may contain the immediate damage, but they cannot substitute for normal withdrawal operations.

The first sustained period of unrestricted transfers, rather than the initial reopening announcement, will offer the clearest indication of whether confidence has stabilized.
