In an August 14 notice, Binance said transactions involving the designated entities may be held for compliance review once the restrictions begin. Wallets linked to those transfers may also face temporary restrictions while the review is carried out.

Why Binance Is Restricting the Transfers
The move follows the EU’s 21st sanctions package against Russia, adopted in July. The Council of the EU expanded transaction bans to cover certain crypto platforms outside the bloc that authorities say have helped facilitate sanctions circumvention.
The restriction focuses on the counterparty behind a transaction rather than the cryptocurrency being transferred. Binance is not delisting Bitcoin, USDT or other assets simply because they are available on the named exchanges.
Sanctions controls now extend beyond individual wallet addresses, requiring exchanges to identify links between deposits, withdrawals and designated services even when funds pass through intermediary addresses before reaching a platform.
For Binance, HTX’s designation means transfers linked to the exchange can now trigger the same sanctions screening applied to other covered entities.
What Changes for Binance Users
Transfers tied to the 11 named platforms may no longer move through Binance like ordinary deposits or withdrawals. They can be held for review, while related wallets may be restricted as Binance determines whether the transaction falls within the sanctions rules.
For affected users, the practical risk is straightforward: a transfer that previously cleared normally may now be delayed for review or restricted altogether.
