Pakistan has launched its first Cloud Engine on the Internet Computer ($ICP) network, developed by @Dfinity. The Pakistan Digital Authority (PDA) and the DFINITY Foundation signed a Memorandum of Understanding to advance sovereign AI-native digital infrastructure in Pakistan, ensuring sensitive data remains in-country while enabling secure, modern software systems built for the AI era.

A Dedicated Pakistan Subnet on ICP

As part of the agreement, DFINITY is supporting the creation of a dedicated Pakistan Subnet on its Internet Computer Platform. The subnet functions as a sovereign cloud designed to host tamper-resistant software, national-scale applications, and AI-powered systems that can operate independently of foreign cloud infrastructure.

The PDA, established under the Digital Nation Pakistan Act 2025, serves as the country's central authority for digital policy, data and AI governance, and national digital infrastructure. The partnership positions it as the lead government body coordinating the rollout across federal and provincial institutions.

What the Partnership Includes

Beyond the subnet itself, the collaboration covers plans for a National Messenger application enabling private, verifiable communications, along with 1,500 Caffeine AI licenses for capacity-building across government, education, and entrepreneurship. DFINITY will also establish a local presence in Pakistan to support long-term technical engagement in the country.

Dominic Williams, Chief Scientist and Founder of DFINITY, said the establishment of a Pakistan Subnet lays the groundwork for software and AI applications that are secure, verifiable, and built to serve national priorities, adding that the partnership enables Pakistan to build, own, and operate AI and cloud services on its own terms.

The Cloud Engine deployment also carries token implications. Under DFINITY's Mission 70 economic model, 20 percent of Cloud Engine revenue is used to buy and burn $ICP tokens, creating deflationary pressure tied directly to real-world network usage.
