Van Rossem activated on July 18, 2026 at 21:44:51 UTC, moving Cardano to Protocol Version 11 with no reported downtime.
The technical contents are modest. Cheaper smart contract execution, new Plutus built-ins, ledger consistency improvements.
What made it unusual is that no founding entity orchestrated it.
The Governance Precedent
Every prior Cardano upgrade was driven by Input Output, Emurgo or the Cardano Foundation acting as founding entities.
Van Rossem was initiated, debated and ratified entirely through on-chain governance. It is the first hard fork in the network’s history driven end to end by on-chain participants.
The vote closed on July 13 across all three bodies Cardano’s constitution requires. Delegated representatives voted 77.63% in favor, stake pool operators recorded 52.7% support, and the Constitutional Committee returned 6-0-0-1.
Node readiness had reached roughly 84% by June 15, well before ratification, which is why activation passed without incident.
That combination is the actual achievement. A live network with billions in value changed its own consensus rules by community vote and nothing broke.
The Name
The upgrade honors Max van Rossem, a Cardano community contributor who died earlier in 2026.
Note the spelling. Several outlets have run it as Van Rossum, which is a different name belonging to the creator of the Python programming language. The Cardano upgrade is Van Rossem.
What It Technically Changed
Van Rossem is an intra-era hard fork, not an era transition. It adds features while keeping Cardano inside the Conway era, which reduced disruption for wallets, exchanges, stake pool operators and applications.
The headline item is a Plutus Cost Model update, the pricing schedule determining how much each smart contract operation costs on-chain. A parallel cost model update was enacted separately on May 16 ahead of the fork.
It also ships enhanced cryptographic primitives, VRF key uniqueness, and updated reference input rules. Developers using Aiken and other Plutus-adjacent languages get direct access to the new built-ins.
The package covers five Cardano Improvement Proposals.
For ordinary ADA transactions, nothing changed. For developers, execution costs on select operations fell.

What It Sets Up
Input Output described the upgrade as laying the foundation for the Dijkstra era hard fork, which will introduce Ouroboros Leios.
Leios is a scaling redesign of Cardano’s proof-of-stake consensus, aimed at sharply raising throughput without weakening the security model. Reported targets include throughput gains in the range of 30 to 65 times current levels and more than 1,000 transactions per second.
Treat those numbers as design targets rather than measured results. They come from project materials and secondary reporting, not from a live network.
One account describes the Dijkstra fork as bringing three changes: Nested Transactions, Linear Leios and Peras, deployed progressively. Other coverage frames Dijkstra more simply as the era that introduces Leios. The scope is not settled publicly.
No final mainnet date for Leios has been announced. Various reporting places it later in 2026 or before the end of the year, which is a wide window with a hard boundary approaching.
The consensus team has continued stabilizing the Leios testnet, releasing prototype builds and fixing bugs identified during test runs.
The Honest Framing
Van Rossem should not be described as a speed boost. Several outlets have implied that, and it is wrong.
It is structural groundwork. Users will not feel it. Developers get cheaper execution on some operations, which is real but incremental.
The upgrade users would actually notice is Leios, and that is still ahead with no confirmed date.
ADA rose roughly 5% after activation, outperforming the broader market that day. A single-day move around a scheduled event is not evidence of anything durable.
Optimisus covered a comparable moment when whales sold $326 million after the Chang hard fork, which is the more instructive precedent for how these events resolve.
Why the Governance Result Outlasts the Code
Bitcoin spent August watching a soft fork proposal draw 2.53% miner support and split the chain anyway, a process Optimisus covered in the BIP-110 failure.
Ethereum coordinates upgrades through developer calls and client teams, with no formal on-chain vote at all.
Cardano now has a documented procedure for changing its own rules that does not depend on any single organization. Whether that produces better decisions is unproven. That it produces decisions at all, on a schedule, is the thing other networks have struggled with.
The same governance system has also rejected things, including a 7.8 million ADA funding request for the 2026 Cardano Summit, which was subsequently cancelled.
A governance system that only ever approves is not a governance system. This one says no.
What to Watch
Track total value locked, transaction counts and application launches over the coming months. Cheaper Plutus execution either produces measurable developer activity or it does not, and that answer arrives in the data rather than the announcements.
Then watch for a Leios mainnet date. Until one exists, the throughput improvement Cardano has been promising for years remains a testnet result.
Cardano has run staged node migrations of this kind before, including when its mainnet moved to a new node version.
