France's national cybersecurity agency, ANSSI, announced at the France Quantum 2026 Summit that it will stop certifying security products that do not incorporate quantum-safe encryption, with the change taking effect in 2027 and a broader push for businesses to rely exclusively on quantum-safe products by 2030.

ANSSI certification is crucial for French government agencies and critical infrastructure operators, meaning the directive effectively forces suppliers to demonstrate post-quantum readiness or lose access to the public sector. ANSSI Chief of Staff Samih Souissi cited concerns that attackers could store encrypted data today and decrypt it with future quantum computers, a strategy the security industry calls "harvest now, decrypt later."

The policy specifically targets conventional cryptographic algorithms like RSA and elliptic-curve cryptography (ECC), the mathematical frameworks that underpin most of today's digital security, from government communications to banking systems to blockchain networks.The French timeline also aligns with recent guidance from the United States intelligence and security community, which requires new national security system acquisitions to support an approved suite of quantum-resistant algorithms by January 1, 2027.

Blockchain Protocols Face an Accelerated Clock

The announcement raises the stakes for blockchain developers. Bitcoin, Ethereum, and virtually every major blockchain rely on elliptic curve cryptography for key generation and transaction signing, the exact same algorithm families that France has decided are no longer good enough for government-certified products. Privacy-focused protocols such as $ZEC and other high-cap layer-1 networks now face added pressure to finalise their cryptographic migrations before sovereign certification cutoffs create market friction.

Why the XRP Ledger Stands Out

The mandate is particularly well-timed for Ripple and the XRP Ledger ($XRP), which already has a concrete post-quantum plan in place. Ripple is executing a multi-phase roadmap to prepare the XRP Ledger for a post-quantum future, targeting full readiness by 2028, with active testing of quantum-resistant cryptography and a hybrid rollout running alongside existing systems before full scaling.

XRPL's native key rotation gives it a structural advantage over Ethereum and Bitcoin in a post-quantum migration, allowing users to update cryptographic keys without moving funds or abandoning accounts.Ripple is working with quantum security firm Project Eleven to accelerate development, including validator testing and early custody prototypes, and the roadmap includes a "Quantum-Day" contingency plan to enable a secure migration to quantum-safe accounts if current standards are compromised ahead of schedule.

XRPL's AlphaNet is already testing post-quantum security across accounts, transactions, and validator consensus, replacing elliptic curve cryptography with NIST-standardized Dilithium signatures.What distinguishes Ripple's approach is the combination of an existing architectural advantage in native key rotation with a named, sequenced roadmap and active cryptography research, while most networks are still assessing the problem.
